Bioethics, access to treatment services, human rights, and health policy affecting drug using populations in East Africa
1) Describe current programmatic and policy efforts related to drug use and treatment in Tanzania, Kenya, and South Africa and compare to southeast Asia. Delineate tje bioethical and human rights issues related to access to care issues for different drug using populations.
2) Describe donor driven HIV/AIDS activities impact Tanzanian and Kenyan HIV policies and programming as it relates to the general population and drug using populations.
3) Challenge the current paradigm that allows donors to dictate policy and programming.
4) Develop policy and programmatic suggestions for ways forward that address the inequalities in donor driven programming that lead to human rights complaints and unequal access to treatment for key populations such as injecting drug users.
5) Build interdisciplinary collaborations between the social sciences, public health and medicine.
6) Build capacity on the African continent for research on bioethics and unequal access to resources.
