Towards an Ethics-Based Governance Framework for AI-Enabled Health Innovations: A Developing Country Perspective
- To explore the normative and practical advantages the proposed ethics-based governance framework for AI-enabled health innovations may offer to an equitable and fair future of AI.
- To identify the tension between the AI technical community, private sector, and public health and ethics in the context of global governance and North-South balance and to what extent such tension can be reconciled under the proposed framework.
- To identify the special contexts of developing countries (in particular, Asia) and critically evaluate how the proposed framework could advance and promote good regulatory strategies globally.
- To critically assess the relevant ethical principles and standards and examine the extent to which the proposed framework could incorporate collective norms and facilitate inclusive governance outcomes.
- To ask crucial questions and make practical suggestions for ways to research and deploy AI-enabled health innovations in a legitimate, equitable, and accountable manner.
- To make recommendations on governing mechanisms which are more inclusive of non-state actors and how to achieve flexible partnership agreements in relevant areas.
