Health Security and Global Public Health Emergencies
This project would answer the following research questions:
RQ1: What are the values reflected in the legal criteria for the declaration of a PHEIC?
RQ2: What is the relation between health security and the values identified in RQ1?
RQ3: What do the findings of RQ1 and RQ2 entail for the policy response to PHEIC?I would pursue these research questions in three steps. First, through a comprehensive search of relevant international legal instruments, policy documents and secondary literature which define a “public health emergency.” Second, by applying standard philosophical methodologies (e.g. conceptual analysis, reflective equilibrium, etc.) to determine the links between the values identified in RQ1 and the concept of health security. Finally, I would engage in a summary analysis of previously declared PHEIC, to determine whether the response to these events was appropriately aimed at protecting the values identified in RQ1 and RQ2.
